1) Purpose
Propworths operates the Smart Sell platform — an international marketplace where verified buyers submit offers on Smart Sell listings during time-limited offer windows. This Policy sets the standards required to keep Smart Sell offer windows fair, protect buyers and sellers, and prevent fraud, offer manipulation, and platform abuse. Smart Sell is not an auction, and this Policy does not apply auction-integrity rules mechanically — it applies the equivalent integrity standard to the offer-window model.
2) Prohibited Activities
Zero tolerance: Any manipulation, shill offering, spoofing, coordinated offering, false identities, or fee circumvention may result in immediate suspension, forfeiture of the balance of a buyer’s USD 200 six-month registration window, and legal action.
- Shill offering: Submitting offers to artificially increase price (by seller, agent, associate, or linked accounts).
- Spoof offering / offer withdrawal manipulation: Inflating offers with no intent to progress the transaction to a deed of sale.
- Multi-accounting: Operating multiple Smart Offer registrations to influence outcomes or extend access beyond a single six-month window.
- Collusion: Coordinating with others to suppress competition or fix price.
- Off-platform circumvention: Attempting to avoid the flat USD 180 seller listing fee or the flat USD 200 buyer six-month registration by moving the deal off-platform after being introduced through Smart Sell.
- Identity fraud: Fake IDs, stolen cards, or incorrect FICA / KYC verification data.
3) Verification & Controls
3.1 Identity / FICA / KYC
We may require proof of identity, address, and payment ownership before Smart Offer registration, during an offer window, or before seller acceptance. Buyers who fail verification after paying the USD 200 six-month registration fee may be refunded under the Smart Offer Terms, Section 2A.5.
3.2 Technical Controls
- Risk scoring (behavioural and transactional)
- Device and account linkage analysis (to detect multi-accounting across six-month registration windows)
- Payment verification and fraud screening on both platform-fee flows (Peach Payments)
- Manual review for high-risk events (large offers, cross-border registrations, and suspicious offer-window activity)
4) Enforcement Actions
If we reasonably suspect a breach, we may (subject to law):
- Cancel offers, freeze the Smart Sell offer window, extend closing time, revoke a seller acceptance, or re-run the window.
- Suspend / terminate accounts and block related accounts / devices / payment methods.
- Forfeit the remaining balance of a buyer’s six-month USD 200 Smart Offer registration with no refund.
- Require additional verification (where permitted).
- Recover losses and costs caused by manipulation, including re-run costs and seller claims passed to Propworths.
- Report suspected fraud to payment providers, verification partners, and authorities.
